(1) If any person files a complaint with evidence that a party has taken or received voluntary financial assistance which is not acceptable under sub-section (1) of section 39 of the Act, or if the Commission receives information from any other source, or if any party has reason to believe that such amount has been received If there is a reason, the Commission may depute an officer or employee for investigation in this regard.
(2) The officials or employees assigned according to sub-rule (1) shall submit a report to the Commission regarding the failure to take financial assistance in this manner after conducting the necessary investigation.
